TODAY: Central Bank Commission must act to end CBI’s facilitation of sale of Israel's genocide bonds - stop enabling the funding of genocide, apartheid, occupation and crimes against the Palestinian people

A protest, organised by the Ireland-Palestine Solidarity Campaign, will take place at the Central Bank of Ireland on North Wall Quay, TODAY, Tuesday 10th March 2026, from 12.30pm to 2pm.

Speakers will include Stephen Bowen - Director of Amnesty International IrelandFatin Al Tamimi - Vice-Chairperson of Ireland-Palestine Solidarity CampaignTom O’Connor - Comhlamh Justice for Palestine, Sara O’Rourke - Chairperson of Irish Anti-War Movement, and Cieran Perry, Dublin City Councillor.   

Why? Ireland is the “home member state” in the EU for Israel Bonds. The Central Bank of Ireland transferred Israel Bonds to the Commission de Surveillance du Secteur Financier (CSSF) in Luxembourg last August, on the request of Israel, following a massive campaign which ended direct approval. The CBI had the power to refuse Israel’s transfer request. Its own Guidelines state that the CBI “ may accept or reject, in its sole and absolute discretion, any such request for transfer received”.  In violation of international law, against massive opposition from people and organisations throughout the country and in breach of the Report on the Israeli Bonds Programme the CBI chose to continue to enable Israel to sell its bonds within the EU.

The protest is demanding that the Central Bank Commission, which has responsibility for managing the “affairs and activities of the CB” under the Central Bank Reform Act 2010, end the shameful complicity of the CBI in genocide and crimes against humanity.

IPSC Chairperson Zoë Lawlor, speaking in advance of the protest, said: "Shamefully the Central Bank is still facilitating the sale of Israel Bonds that fund genocide, apartheid, and occupation through the temporary transfer of the Israel Bonds prospectus to the CSSF in Luxembourg. We have written to the Central Bank Commission asking the Commission to consider immediately the issue of Israel Bonds under Section 5 of Central Bank Reform Act 2010. As an organ of this state the CBI has obligations under of international law including the Genocide Convention and the obligations to prevent trade or investment relations that assist in the maintenance of the illegal situation created by Israel in the Occupied Palestinian Territories.

"The CBI should have refused Israel’s request to transfer the prospectus prior to Sept 1, 2025. The CBI must stop funding genocide entirely. No approval should be given to apartheid Israel’s genocide- and occupation-funding bonds. No transfer for offshore approval should be made. All complicity in genocide and crimes against the Palestinian people by the CBI must be ended. "
